Who Washed the City in Hot Water?!

This was an experiment to see if I could reproduce a faux diorama effect in GIMP.  My camera has a gimmicky built-in effect to do it and looking at its results it seemed like it was just blurring all but a narrow band of the image and then applying some color saturation in order to further sell the minature model effect.  So I took an old photo from a business trip to Monte Carlo (taken back when I got to go to cool places for work) and tried to recreate it in GIMP.  I think the results came out pretty well for a first try.  You have to have the right kind of photograph for the effect to really look good - something taken from a high vantage point, with objects spread out at different distances from the camera.
